Donald Guerrero is the former minister of finance of the Dominican Republic. Presidentially appointed to this government post in 2016, he served for four years, during which time he garnered accolades for his responsible stewardship of the country’s economy. Donald Guerrero came to the position backed by a wealth of experience as a banking executive, economics professor, and entrepreneur, having in the latter capacity founded a successful automotive group.
As minister of finance, Donald Guerrero implemented several measures that strengthened the Dominican Republic’s financial health. Under his direction, the country curbed wasteful public spending, reducing this expenditure to one of the lowest in the region. Also focused on addressing tax evasion and improving collections, he was instrumental in the Dominican Republic applying the highest international tax standards by signing on to the project against Base Erosion and Profit Shifting (BEPS). Meanwhile, he improved collections to a record 100% in 2018.
These measures resulted in the country growing its economy by 5.1% in 2019, a rate higher than any other Latin American or Caribbean nation. Guerrero earned plaudits for his economic leadership from The Banker, which named him the 2018 Minister of the Finance of the Year for the Americas. In addition, AméricaEconomía included him among the top three on a 2016 list of the best finance ministers in Latin America.
Prior to becoming minister of finance, Guerrero enjoyed a long career in the financial sector. Along with serving as commercial director at Reid & Pellerano, vice president of credit at Banco Intercontinental, and vice president of institutional banking at Chase Manhattan Bank, he brought his financial expertise to the newspaper Listín Diario, which he led as executive vice president.
Donald Guerrero began his career as an academic, teaching at Pedro Henríquez Ureña National University, Pontificia Universidad Católica Madre y Maestra, and the Instituto Tecnológico de Santo Domingo (INTEC). By educating students on topics like microeconomics and business economics, international and corporate finance, and business strategy, he left an indelible mark on a generation of economists and financial professionals.
Guerrero holds an undergraduate degree with honors from INTEC, where he also earned a postgraduate degree in business administration. His academic excellence garnered him a Fulbright Scholarship, which he used to complete a master’s degree in microeconomics and finance from the University of Maryland.
Outside of academia and public service, Donald Guerrero is the longtime CEO of Axis Automotive Group. He founded the company in 1996 when he purchased a Toyota service center in Muñoz Rivera, Puerto Rico. He has since expanded Axis Automotive Group into a holding company comprising five service centers, seven dealerships, a fleet department, and a body shop, the latter of which holds certification as the only Puerto Rico-based workshop certified by BMW and Toyota.
Guerrero’s dealership sold more than 12,000 vehicles in 2024, while its service centers completed more than 247,000 hours of work. Under his leadership, Axis Automotive Group has become a leading dealership conglomerate that, in addition to BMW and Toyota, represents major automotive brands such as Nissan, Chrysler, Dodge, Jeep, Ram, and MINI.
